首席副議長は議長の職務を代行し、運営委員会と常任委員会の委員長を兼任します。

副議長は17市･道、以北5道、海外(日本、中国、アジア.太平洋、米州、欧州·中東·アフリカ)各地で活動しており、女性副議長もいます。
