The video conference was attended by 11 people, including Roh Deok Hwan, vice chair of the Americas Assembly; and Kim Dong Seok and Choi Kwang Chul, members of the Executive Committee. Secretary General Lee Seung Hwan said in a greeting, "I hope the video conference will provide a venue to enhance understanding of the anti-North Korea leaflet issue and seek ways to let members in each region have a grasp of the situation here." Vice chair Roh Deok Hwan expressed his appreciation to the NUAC members in the Americas for making active efforts for peaceful reunification of the Korean Peninsula in the face of difficulties caused by the COVID-19 pandemic.

Kang Seok Hee, director of the Council Member Assistance Bureau, briefed about the background of the day’s meeting. He said that the flying of anti-Pyongyang leaflets violates inter-Korean agreements, has little effect on improving North Koreans’ perception of the outside world, heightens tensions between the two Koreas and causes concerns about the lives and safety of residents in the border areas. He said that the government’s actions on the anti-North leaflets were based on such concerns. He asked council members to help their local communities understand the position of the government.

Various opinions were exchanged at the meeting on ways to promote public diplomacy on issues related to anti-North Korea leaflets. Participating members made various proposals, including △sharing information with local lawmakers, △providing response guidelines, △producing videos and using social network services, △actively sharing information among the members of the Korean community, △contributing articles to the media, △fostering ethnic Korean politicians, and △sharing information with local civic groups and expert groups.

The NUAC will continue to use video conference to gather diverse opinions on promoting peace public diplomacy.
