PUAC Holds 162nd Executive Committee Meeting

Committee Approves Major Business Plans for 2023 and Revises Rules on Operation of Meetings and others

The PUAC held the 162nd meeting of the Executive Committee (Chairman: Executive Vice-chairman Kim Kwan-yong) at 3 p.m. on February 1 in the conference room on the first floor of the Secretariat. Thirty-nine committee members attended the first meeting of the year. Five members who stayed overseas participated online.


The meeting, moderated by the committee secretary Park Jong-woo, proceeded in the order of △ opening speech of the executive vice-chairman, △ greetings by the Secretary General, and △ agenda deliberation and approval.


▶ Executive Vice-chairman Kim presides over the meeting


In his opening address, Kim emphasized the importance of the role of the PUAC and expressed his feelings and experiences of its regional activities. He said, "I see members pooling their wisdom overcoming regional and generational differences and engaging in sincere discussions at every meeting, and I am confident that we are pulling together the energy for unification and walking on the path of unity."


Kim also said, "I believe we are in the lead when it comes to consultations on peaceful unification.” He expressed thanks to the members and asked them to lead the development of the Executive Committee.


▶ Greetings from Secretary General Seok Dong-hyeon


Secretary General Seok said in his greetings, "The reality surrounding the PUAC is not easy as seen in North Korea's missile provocations on the first day of the new year and the recent infiltration of drones. “Considering the situation, we held a joint meeting of the Planning and Coordination Standing Committee and the Peace and Legislation Standing Committee in January and hosted special lectures in seven regions in February in order to let the people know about the grave reality and raise their awareness." He asked the committee members for good opinions on the agenda items that were put on the table.


Three agenda items were put for deliberation in the meeting.


    

▶ Report on the agenda items: Item 1 (Planning and Coordination Officer Ahn Jin-yong), Item 2 (Kim Jeom-joon, director of the Consultation and Advice Bureau), Item 3 (Dong Seung-cheol, director of the Council Member Assistance Bureau)


The first item on the agenda, the 2023 Major Business Plans, was presented by Planning and Coordination Officer Ahn Jin-yong: ▲ formation of the PUAC, ▲ Inaugural meeting of the 21st PUAC, ▲ Operation of the Legal Committee and policy advice, ▲ Diversified collection of public opinion on unification, ▲ Public communication and spread of consensus on peaceful unification, ▲ Strengthening of the unification capacity of council members, and ▲ Expansion of overseas support base for unification.


  

▶ A view of the deliberation


The second item, the revision bill on the Regulations on the Operation of the PUAC Meetings was reported by Kim Jeom-joon, director of the Consultation and Advice Bureau. Kim spoke about the need to reorganize the standing committees and its direction. The first-quarter standing committee meetings will be convened after the reorganization work.


The third item on the agenda, the bill to disband the 20th PUAC, was reported by Dong Seung-cheol, director of the Council Members Assistance Bureau.

The first and second items on the agenda were approved as they were proposed.


The third item was put on a vote after discussions by the committee members, and it also was approved as was proposed. 



After the deliberation and approval of the items, Executive Vice- chairman Kim closed the meeting, saying, "We will try to reflect opinions of the committee members in the operation and work of the PUAC."
